Purcell, together with ERA Planning, have been commissioned to prepare a Conservation Management Plan (CMP) for the Treasury Complex and Public Buildings. The CMP is to consider compatible and sensitive adaptive re-use together with the opportunities and constraints presented by the site for additional built envelope.

Centrally located within the city of Hobart, the Treasury Complex and Public Buildings is a prominent collection of civic buildings which have been the centre of Tasmania’s judicial, political and administrative life from 1824 to the present day. The eight individual buildings forming the complex reflect the evolution of the site and their important role in the governance of Tasmania.

Challenges & Opportunities

The Treasury Complex is a substantially intact collection of significant buildings, located on a site constrained by busy city streets, and the adjacent Franklin Square. The constraints of the site limit the opportunity for additional built envelope. Careful consideration of new built forms is required to ensure the protection of the cultural landscape.

Guidance is also required for interventions to existing fabric across vertical transportation, building services and general building upgrades driven through a sound understanding as to significance and the chronology of the building fabric.

Outcome

Purcell, and ERA Planning, have delivered a CMP which will form the basis of adaptive re-use proposals for this landmark building as opportunities are explored for its future. The CMP is intended to ensure that the retention and enhancement of heritage values remain a core principle so that the long term conservation of this important public asset can be secured through any future development.
